What I'm gathering is that this song is about how the islands struggled with work during the Great Depression. It's sort of a commentary on the ironic unspoken rules of the nations and how they stood out when it really counted. People from the islands couldn't get work in the west, they couldn't get work in other nearby islands, and people from the west couldn't get work in the islands all because the nations were thinking of their own selves during their time of struggle. Overall a very nice, well written song with some nicely arranged feel-good music to back it.
